2018 Recycling Team Project for the Tourist Attractions and Local Schools of Chiayi County

This project aimed to reconstruct the recycling image at the tourist attractions and local schools of Chiayi County. Firstly, in addition to the existing recycling and sorting channels made available for the general public at the tourist attractions, recycling facilities integrated with local features were also installed to rectify the environment and appearance of the tourist attractions. Secondly, in addition to the existing recycling and sorting channels made available for teachers and students at the school, recycling facilities that balance education and entertainment were also installed to rectify the environment and appearance of the local schools, not only providing a learning environment with natural ecology, safety, sanitation, health, comfort, and environmental protection that was in line with the sustainable development of feature campus in Chiayi County, recycling rewards spots were also installed at the grocery stores in rural area so that local residents were able to exchange the recyclables for their daily necessities. Aside from enhancing the recycling of glass containers, pesticide containers, and dry batteries within the jurisdiction, recycling rewards activities were also arranged and promoted by the recycling team so that local residents in non-remote villages, townships, and cities were able to exchange recyclables for their rewards. Consequently, garbage sorting were realized without waste disposal to the sea. According to the contract, personnel and equipment involved in this project were in place on May 1, 2018 (No. 1070012069 for future reference as approved by the Chiayi County Environmental Protection Bureau on May 16, 2018). As of November 30, 2018, the project had been implemented for a total of 7 months which is perfectly on schedule. For each work, the execution results are summarized below: I. Reconstruction of Recycling Image at the Tourist Attractions This work project includes a variety of recycling facilities for tourist attractions and public places, an investigation of kitchen waste production and flow from the catering services in the tourist attractions (mountainous areas), a feasibility assessment of waste reduction at the source, and an investigation of recycling facilities installed in the previous years. (I) Special Recycling Facilities at the Tourist Attractions Currently, special recycling facilities have been installed in a total of 5 tourists attractions including Chiayi Winery, Pineapple Hill, My Darling, Minxiong Kumquat Factory, and Baby Yeast World with the monthly recycling volume increased by 17.8% in average. (II) Kitchen Waste Reduction at the Tourist Attractions (mountainous areas) By investigating the kitchen wastes produced by the catering service providers at a total of 22 tourist attractions (in the mountainous areas) within the jurisdiction, 120kg raw kitchen waste and 8,620kg cooked kitchen waste were generated to make a total of 8,740kg kitchen waste in 2017; 305kg raw kitchen waste and 13,085 cooked kitchen waste were generated to make a total of 13,390 kitchen waste in 2018. Based on the investigational results, the feasibility assessment of kitchen waste reduction was provided to the Environmental Protection Bureau for reference. (III) Assessment of Recycling Facilities Installed in the Previous Years Among a total of 56 recycling facilities installed in the previous years, 42 were rated excellent, 7 were rated mediocre, and 7 were rated poor. Among the 7 poor recycling facilities, 6 were damaged without any intention for continuous operation and 1 went bankrupted before handed over to management unit of Dongshi Fisherman's Wharf for temporary custody. In this project, the management unit of Dongshi Fisherman’s Wharf agreed to continue undertaking the recycling facility. II. Reconstruction of Recycling Image at the Elementary Schools and Junior High Schools This project is mainly aimed at the recycling image reconstruction at the local schools within the jurisdiction including National Chiayi University Minsyong Campus, Nanhua University, Nanxin Elementary School, Beihui Elementary School, Wu Feng University, Hemu Elementary School, Datong Elementary School, Xingang Elementary School, Dongshi High School, and Yiren Elementary School. A total 100,417 kilograms of wastes recycled by the 10 schools from January to September 2018 were declared.   III. Recycling Rewards Program at the Fishery Port A total 14 sessions of recycling rewards programs were held with total participants reaching 1,624 persons-time. Among the total recycled amount of 24,495 kilograms, recycled glass containers take up 19,040 kilograms (95,200 pieces), recycled plastic containers take up 2,658 kilograms (63,792 pieces), paper containers take up 2,199 kilograms (43,980 pieces), and dry batteries take up 598 kilograms (8,372 pieces). IV. Recycling Rewards Program within the Jurisdiction Long-term recycling rewards spots were installed in a total of 11 grocery stores. From the start of July 1, the recycling rewards programs were launched with a total of 1,902 participants. To sum up, a total 14,394kg glass containers (71,971 pieces), a total 1,241kg pesticide containers (12,414 pieces), and a total 1,354kg dry batteries were recycled, for which a total of NT$129,523 was provided as shopping rewards. Also, a total of 15 recycling rewards programs were held in non-remote villages, townships, and cities with a total of 1,927 participants. To sum up, a total 20,630kg glass containers, a total 1,635kg paper containers, a total 1,528kg pesticide containers, a total 1,298kg dry batteries, a total 74.8kg optical discs (4,520 pieces), a total 12.6kg button cell batteries (2,490 pieces), a total 7.2kg clean plastic bags (1,020 pieces), a total 71.4 kg waste lighting (500 pieces), a total 5.8kg mobile phone (92 pieces), a total 3.6kg travel charger (89 pieces), a total 52kg computer mouse (65 pieces), a total 3.2kg eco-friendly bags (80 pieces), a total 82kg computer keyboards (55 pieces), a total 6.9kg mobile charger (41 pieces), a total 36kg laptops (9 pieces), a total 8kg computer tablets (8 pieces), a total 20kg computer screens (8 pieces), a total 60kg computer hosts (5 pieces), and a total 0.7kg portable storage devices (1 piece) were recycled.
